Manager, Labour Relations
The Town of Oakville

Our client is a municipality within the Greater Toronto Area with a population of approximately 150,000. Reporting to the Director of Human Resources, the Manager, Labour Relations is a newly created position, accountable for the management of the labour relations function for the Town of Oakville. The Manager, Labour Relations develops, recommends, implements and evaluates strategies and activities that facilitate positive and productive labour management relationships characterized by trust that supports the achievement of the Town of Oakville's goals and objectives. The Manager advises management and other HR staff on labour-management relations and represents the Town of Oakville in grievances, arbitrations, collective bargaining and in other labour relations forums. The Manager works closely with other HR staff in supporting the effectiveness of individuals, groups and teams in the Town of Oakville.

The Manager, Labour Relations will be an accomplished professional with an optimal combination of the following qualifications:

- A combination of post secondary education, preferably at the graduate level (e.g. Industrial Relations) with a designation of a Certified Human Resources Professional and/or significant progressive experience in industrial relations in a public sector multi-union environment.

- Expert knowledge in labour relations principles and practices; labour law; grievance, mediation and arbitration; and collective bargaining coupled with a well developed understanding of human resources trends, programs, policies, practices and procedures as they apply to the public sector.

- Demonstrated skill in using a range of techniques to successfully conclude and/or resolve collective bargaining and labour management negotiations in a public sector environment. This success will reflect an expertise in drafting, writing and costing proposals and in effectively and persuasively presenting the Town of Oakville's position, in both oral and written communication.

- A superior ability to negotiate agreements and/or reach consensus in the face of diverse interests will be aptly demonstrated.

- Accomplished in day-to-day collective agreement administration and in maintaining effective relationships with employees, union and association representatives and management. Researching and analyzing complex issues and preparing comprehensive reports of findings and/or recommendations will be a strength.
